Afaik HP has ported Apache APR (which we use as the portability layer)
to OpenVMS since there is an Apache web server for OpenVMS, but there
is no explicit OpenVMS support in the APR codebase.  So IMO it's
doable but has not been done by anyone (which is kind of strange but
nothing shows on a Google search).  My guess is it'd take a few days
to a week, depending how complete the POSIX support is (when I last
used OpenVMS one had to use native libraries for quite a lot of the
really fun stuff).

The good folks over at Rabbit Technologies have made a .Net client
that will talk to OpenAMQ.  See http://www.rabbitmq.com/dotnet.html.
