I think that is a great idea.  Here is how I go about things:

1) The first thing that I look for when evaluating a new project is 
activity level: change log showing recent released, mailing lists with 
traffic, and if available web enabled I look at recent code check-ins.  

2) I look for license that is compatible with what I need which is 
BSD/LGPL as a consumer of the project (GPL is fine for the server).

3) If this looks interesting then I look for alternatives and try to 
figure what fits my needs the best.  Projects that compare and contrast 
alternatives.

4) Then I look for the download button, and any documentation that tells 
me how to get something running quickly to play with.

If this information could be aggregated in a fair fashion with buy-in 
from each of the participating projects then I then it would be a great 
service and help grow the pie for everyone.
