Yes, that seems to imply that the publisher is sitting around doing
nothing most of the time ...

I'm going to release 1.2c3 today, so I suggest we defer investigating
this until you've tried with the new release.  1.2c1 is ancient and has
a large amount of known issues that could be related to what you're
seeing.
